Preheat oven to 425 degrees. Lightly spray a 9 x 13 inch baking dish
Place salmon into prepared baking dish and cut into 4 to 6 fillets. Brush salmon evenly with avocado oil
In a small bowl combine broth, lemon juice, pepper, salt, onion powder, garlic powder, cayenne pepper, and dry tarragon. Use a fork and stir everything together until fully combined
Pour broth mixture over salmon fillets. Bake at 425 degrees for 15-20 minutes or until fish flakes when cut with a fork
Let sit in the baking dish about 5 minutes. Serve hot
