Preheat oven to 425 degrees. In a medium bowl whisk together the coconut flour, 2 tsp of the onion powder, the garlic powder, and desired amount of salt and pepper until combined and no lumps. Set aside. In a large bowl stir together the broth, crushed tomatoes, Worcestershire sauce, the remaining 2 tsp of onion powder, the dry parsley, the tomato paste, 1/2 tsp each of salt and pepper until combined and the paste is smooth. Set aside.
