Preheat oven to 400 degrees. Line a large baking sheet with foil. Lightly spray the foil with cooking spray
Place the ground beef in a large mixing bowl. Chop the meat into small pieces
Add the egg and stir until the meat is fully coated with the egg. Add the milk and stir again until the milk is fully combined
Add onion powder, salt, garlic powder and pepper. Stir to fully distribute the seasonings throughout the meat.
Gradually fold in the bread crumbs/pork rinds in small amounts until they are fully distributed in the meat. Massage the meat in between the palms of your hands until all the ingredients are fully combined in the meat.
Scoop meat mixture out 1-2 TBS at a time onto prepared baking sheet. Form each scoop into a tight ball and place back onto the baking sheet
Bake at 400 degrees for 18-20 minutes or until no longer pink.
